Excellent article and I really appreciate the quotation by Hart. I would agree that neither theism nor atheism on their own are or represent a worldview, but both are tied to content that follows from it that does constitute worldviews. Theism typically involves the propositional content of a creator of created a good universe and such who exhibits both power and love. Atheists almost inevitably follow on to a form of scientific materialism or physicalism which asserts there is no reality other than matter and forces. It is the content of both of these very contradictory worldviews that is seen in the lives of those who hold them and the cultures where one worldview is dominant. Great article.
