I agree it is not an established fact that measurement creates reality, although that is certainly one strong contender for how to make sense of something that seems to make no sense. In doing my series on dual aspect monism, I was surprised (shocked) to find John Archbald Wheeler's very strong conviction of exactly that. In fact, it appears he believed that the emergence of consciousness worked backwards in time to the big bang. Not sure if you have read any of that but would be interested in your thoughts. The Many Worlds Interpretation shows to me how far physicists will go into metaphysics these days (while claiming they are still in the realm of physics) to explain the facts of quantum mechanics. Rovelli's, as far as I can understand, is likely similar to the Bohm-Hiley view of implicate and explicate order in which mind and matter both are manifestations of the underlying reality they call the holomovement.
