The key seems to be this: “Rather than attempting to offer a definitive explanation for how inner and outer events mysteriously conjoin resulting in a synchronicity, I focus exclusively on the psychology of the observer to adequately explain this process.” This strikes me as a huge cop out which you are pointing out. It seems to be a rather typical,physicalist response to phenomena that elude their worldview, like near death experiences or any psi phenomena. Chalk it up to some distorted psychology. But at least their is a recognition that a naturalistic answer remains, which suggests he still considers there to be some objective reality to synchronicities.
