The Economist noted when the pandemic was in its earliest stages that it was the role of public health scientists to advise on how best to protect health and save lives. They have been doing that although with greater and greater disagreement ala the Great Barrington Declaration. The same with generals who advise the political leaders on the strategies needed to defeat the enemy. However, the political leaders are supposed to take a broader look and not just turn decisions over to the experts whose only job is to look at one aspect of the overall issue. For examples, it is not to the generals to decide whether the nation should go to war or not. The Economist noted that in allowing only the health officials recommending the most stringent protection policies (midwits you call them) they have abrogated their duties to look at the whole picture.
