This is a very interesting theory, Praveen. May not be far different from my somewhat lighthearted proposal for the existence of a new particle called a spiriton. Both are quasi physicalist theories which propose that what we consider immaterial, eg, the mind, consciousness, thoughts, are actually some form of physical--particles. The big question we have to deal with is the idea of meaning. In your photonic theory for their to have meaning associated with the networks of photons, these networks cannot be random. If not random, they are not accidental but intended. Which, of course, leads back not only to a source of these networks, but a personal one in the sense that it arranges these in such as way as to create meaning. which ultimately reflects back on our reflections of the source, or may I say, Source of these networks/consciousness.
